Transgender on some level would *have* to be an illness mental or otherwise.
For one thing since the medications involved (hormones of the opposite sex) and various operations render these persons sterile and or remove otherwise healthy organs many medical facilities would balk at having anything to do. In fact many hospitals already do so on those or other grounds. You won't be getting a sex change at any Catholic hospital. In fact until Obama's and Cuomo's EO push there wasn't a hospital in all of NYC or NYS for that matter IIRC who did gender reassignment surgery. Now IIRC Bellevue or Beth Israel (cannot recall which) is looking to get into that business.
In fact the whole recent push by Obama and others such as Cuomo to expand the VA and Medicare (for NYS Medicaid) systems to pay for trans treatment is based upon it being "recommended by physicians to treat an illness".
Gays will quickly point out they have nothing to do with trans because long ago homosexuality was taken off "mental illness" lists. It is now a "life style" choice or "sexual preference". You don't need to see a doctor, get meds and or have expensive/painful surgery to be gay. OTOH there is a whole medical industry (which is now growing) that caters to trans.
