The people AMZN wants would might go to JC. The NYC financial companies have a lot of IT operations in JC already. But I don't think they'll go to Newark..

If they do indeed want a HQ2 in the metro area, they can just buy an existing building or more than one existing building and buy out the leases.
Of course, Bezos pulling out and Cuomo "chasing" him could be a part of a coordinated plan between Cuomo and Bezos to shut up critics of Amazon coming.
States give out tax credits to big companies all the time, and the norm is they have to hire that state’s residents. NYC and NYS need to put this requirement on Amazon at a minimum. A d a preference for in state college graduates.
Why not require them to hire from Queens only? Why rest of NYC or NYS ?
Hey wild option, Kingsbridge Armory for Amazon. They would have the D, 4 and a metro North relatively near bye. Plus highways. They are next to Lehman College.

I'm pretty sure they won't. Bezos calling the bluff of Amazon critics as someone silenced them and now Amazon is in new talks with the state. Plus the NY Times just posted a letter written by a number of politicians and CEOs asking Amazon to reconsider.
I can see them working out a deal and Amazon simply building existing buildings and buying out the leases in them.
Anyone with common sense or any idea of how tax accounting works will realize that Amazon will never pay a PENNY of tax into either NY, NYC, or Federal coffers...PERIOD.
Just like the Trump Organization, or General Electric.
