From your own link (which has to be fixed) the FCC must be easy to fool.

I was at my mother's house last week. She was in the bathroom, and a "Wireless caller" number popped up. I picked up the phone. Nobody there, so I hung up. Same number calls back a minute later. Same thing. Nobody there, so I just hung up. Rings again. This time I pick up and say "DIE!" into the phone and hang up.

Meanwhile my mother has come out and is standing there with her walker. I told her this number keeps calling and no one says anything. She says "You have to push the speaker button." Because she's going deaf, my sister bought her some type of new phone with amplified sound.

Same number calls again. I answer and push the right button, and it turns out it's the phlebotomist calling to say he will be there the next morning to draw my mother's blood.

I apologized.
