Standing for 5-9 hours outside in a cold, watching a shiny ball drop for 10 seconds? Pretty primal way of entertainment Id say.
What do you expect... this is one of the most crowded events in the city most years, and you've got people standing and standing shoulder-to-shoulder for hours. Maybe it's not that unsafe, really, since it's outside, but I can understand how it's not worth the risk. If they didn't cancel it, I wouldn't be surprised if a record crowd turned up to shoo out 2020. Even without the usual tourists.
I'm not crying over it though. There are much better ways to ring in the new year. It's too bad for those who were looking forward to it...
