This is very much a stimulus program intended to put money into the economy while creating / improving infrastructure. So from that standpoint it's trying to address the economic issues.
As to how this will be funded, bonds will be issued, and/or money allocated by the Federal Government (who'll also be looking for stimulus projects.)

Infrastructure programs are great but it depends on ROI. A $306bn program.means we'll be lucky to get $100bn worth of actual infrastructure.
Wes be better if giving $200bn in cash to all NYCers.
I wonder where this puts the MTA in hiring after they froze everything. Great work if you can get it but I would still be leery of what happens in the next fiscal year and more layoffs/furloughs.

Again both Il Duce and Same The Eagle are waiting for Biden to get in; once that happens there is an expectation all sorts of federal money will come raining down on NY. Schumer already pretty much promised and is working at it already.
Now if rest of democrats in Congress will go along with this, much less GOP remains to be seen. Still there is a long history of senate majority leader sending "home" huge sums for his state. God knows Mitch McConnell has sent billions to his home state over years.
