Pretty easy to understand. Loud music is happening in the am hours. His dad has cancer so needs rest and he can't get any due to the music. The police didn't check on the situation. His 311 report number he was given showed they closed the case.

No punctuation in a poorly written sentence? Texting is definitely part of it. But there's something else going on. Younger people tend to see punctuation as a sign of hostility: https://nypost.com/2020/08/24/young-...ctuation-mark/

I have a loud neighbor who insisted on playing loud rap music via bass subwoofers from 11PM to 3AM on weekdays. We tried everything (we being myself - the upstairs, the downstairs, and the next door neighbors). He is also a drug dealer and see him hanging out in the stairwell smoking up and doing deals.

I noticed that he has children and has noisy arguments with his various baby mommas. Several phone calls and anonymous tips of child endangerment to social services and he is now getting visits from DCS. As of now he is involved in lengthy court battles with social workers. It does not help that he has a bad temper and became violent enough to assault visiting cops by lunging at them.

If he is going to deny his neighbors their right to sleep then we are going to deny his right to his kids. Don't get angry. Get even.
