The age requirements vary state to state. Its not set by the NYPD, but by NYS.
Over years in great name of racial or whatever "equality" they've tried to loosen and or dumb things down, but just as with FDNY it leads to all sorts of people being hired that shouldn't. Then (surprise, surprise) stuff happens with such persons....
I was in the military for 7 years. I wouldn't bother with APD if the starting pay was $100K. Take a $60K (which doesn't even pass a basic rental aplication) arresting people but, you can't touch the 6% of the people that are responsible for well roughly 50% of the crime? No thanks.
15% is a sizable amount. Isn't NYC around 23% Black?
