Yes, but that's not the case here. The guy just has a GF that stays with him part time. The LL can't stop this, and to some extent has to accommodate it.
Well yeah, he can definitely have guests over. That's not the issue here though. Guests don't normally have keys to the building.
There's no correct answer to this because we don't know what the lease says. As I said, I do know of instances where the landlord did not want copies made of the FOB key. The only people that got one was those of us with a lease that lived in the building to deter outsiders from gaining entry and of course if the landlord was notified in advance about anyone else, but that didn't happen here. No notice was given, so why create a potential problem? The Super already questioned who the girlfriend was and how she gained entry with a key when she doesn't live there.
This is false. LLs can't do whatever they want. In NYC, LLs can't really do any of what they want. If they try, their tenants drag them into housing court, where the laws are tilted in the tenants favor, and the judges are VERY tenant friendly.

The lease isn't driving this, the rental regulations are, and they supercede the lease.

Fine, but you're essentially implying that the landlord won't do anything because of the rental regulations, and that is something you simply cannot predict. In other words, just because the rental regulations exist does not mean landlords don't try to circumvent them if they really want a tenant out. There are countless examples of this, even with the courts being pro-tenant here.
At the end of the day, if it were me, I would not **** off my landlord with something that can be avoided, knowing how some of them can be and how they will even fabricate things if need be to try to get rid of a tenant if they want them out for one reason or another.

How can you say that she does not live there when she stays overnight and works there when he is at the office? And, btw, dragging each other into courts is always a bad idea, bc it does not even matter who is right and who is wrong, both get listed in the so called "black book."
As to the subject of overnight guests, see below. Note that this was written during Covid, when LLs tried to put on more restrictions than they might ordinarily. But the end result is that a LL can't stop someone from having overnight guests. It doesn't speak to the issue of getting a key (card or otherwise) for building access.

Your link is talking about overnight holiday guests!
She is not a holiday guest, she is his girlfriend, don't you get it? OP understood and ghosted. The End.
