I have to wonder if this system works for anyone anymore? I think the whole civil service system is a waste of time.

The hiring process is incredibly slow and bureaucratic. Private enterprise done nothing like this. It's all based on an exam that may have little to no applicability to the job in question. And once the exam is taken, it can take years to work down the list to actually hire people. Then, once hired, it's nearly impossible to get rid of someone, even if they underperform. This is just fundamentally idiotic.

In theory civil service rewards meritocracy. If you do well enough, you are prioritized to have a chance at a public service job. Sanitation and other uniformed titles provide unmatched benefits - like retirement in 20 years, a solid pension benefit and a shot at middle class living without a lot of education. So to make it as fair as possible, they administer an exam. However I never understood why it takes 1 year to get official results.
