Not every Ph.D is entitled to use the title professor. The title professor is earned usually by publishing articles and the university granting it to someone who already has a Ph.D. Most of those who have Ph.D use their Dr. title in written form nowadays rather than when teaching students. But I do agree that in the case of a person with Ph.d rather than a M.D should not be using the title without explaing they are not a medical doctor.
