Yes, but Amherst is not. Amherst is an upscale suburb. Part of the SUNY Buffalo campus is there. The OP mentions that is where they might like to move in the post. Since Buffalo is a poor city, housing is cheap, if you are a resident tuition is cheap. Amherst housing is also reasonable. This may be good for a person with a child and wants to finish an RN program. The university is excellent for that. After he/she finishes they can move anywhere. It will be a harder struggle in the city. Although it can be done if the person is determined.
