The advertisers pay the city to put up their ads. If you pay the city, you can put up your "art." You can't take it upon yourself to violate the public's rights to a clean train just because you think what you do is art.
Classical guy is right, of course. But graffitists don't bother with technicalities like that. They've heard apologists refer to their vandalism as "art," and so they've learned to insist that they have the "right" of free expression. (If I was to deface their property, they probably wouldn't see my efforts as art).
It doesn't matter whether it's art. You have no right to put your art on my wall without my consent, or on a municipal wall without the municipality's consent. It's not your property. If it's beautiful, ask for consent.
