In the 1960's, a NYS Trooper pulled over my classmate on the Thruway and was lectured on the need to keep to the right. The trooper had been trying to pass him as my friend hogged the fast lane. This afternoon, I drove from Interchange 17 (Newburgh) to the Tappen Zee Bridge. Particularly in the the 30 miles from Woodbury to Nyack, drivers remained in lanes 2 and 3 while the right-hand lane was empty. I moved into that lane and then realized two problems: 1) I dislike passing on the right; 2) We came upon a police car parked with flashing lights, as he had stopped someone. The new law says "Move Left." I looked for signs reminding people to Keep Right and in those miles saw no such sign.

Has Keep to the Right lost all emphasis?
When the thruway gets to three lanes, and the closer you get to the city, the worse it gets. Many feel they "own the road" and have no problem messing up the traffic flow (and creating a dangerous situation). The common terms is "campers" as they camp in the left lane. As you have noticed, the right lane often ends up being the passing lane.
"Keep to the right" is actually NYS Traffic Law - Section 1120. It is simply never enforced. Passing on the right is more dangerous than passing on the left.

I see more people texting while driving and that scares me, driving the left lane is just another privilege in their mind. After all it's all about them....
Edit first sentence of my original post: The officer lectured the driver on the need to keep to the right. The original sentence mistakenly said the driver lectured the officer! Joe63

Too true.
I was driving behind someone yesterday. They kept slowing down/speeding up and were having trouble staying in the lane. You could see the glow of their phone through the rear window as they typed a message with their thumb and kept turning their head to read... all in the left lane.
Then again, maybe these people ARE entitled to the left lane. They may very well "identify" as safe and speedy drivers.
