We keep hearing about the poverty in NY cities. Here's an article with no upstate cities included.

Interesting...Maybe it is a matter of criteria used, which tends to be the case with many of these lists or even studies.

According to the US Census, there are 19,519 cities in the US, this list is only the top 20. Not surprising at all, statistically speaking, that NY would not hit that fraction of a percentage point.

NY's poorest cities could be in the 21-100 range which would still make them among the most impoverished cities in the country.

The list posted looks like it is for metropolitan areas and based upon an increase of concentrated poverty. However, if an area was low, but had seen an increase, that could impact the ranking.

As mentioned before, these lists can change depending on the criteria whether it is by area, municipality, population or if it shows poverty rate(overall or family), concentrated poverty or by group. So, knowing what is being used plays a part in these lists/studies.

I will say that I sometimes think some of these lists can be used for other means. For instance, it can be used for gentrification purposes, in terms of areas of cities that could be susceptible to it and/or to disperse a population in order to “balance things out”.
