I think you're in if they called your references. Unless your references are going to say something bad about you. Even after those calls it will be a while before you get the call or letter. They are very slow.

Does the position still show as open? Sometimes they already know who they are going to place (the ne of their friends) but still have to go through the motions.
If you know what department you were going to, find the employee list for the dept and see if there's any new hires.

After they called my references, mid-January I did my fingerprint, now I can see online some candidates are appointed on 02/13/19, I really don't know what's going on. If I am not selected, they should explain to me "why?" I am not selected. Do you think I should send them an email for inquiry regarding my process, or I should wait a bit longer?
I really appreciate your comment on this issue. Thank you, guys.
