Is this information for the student themselves or are you joining them to live there as well? By the way this happens a lot where the parent and child move because a change in the child’s education or the place the parent works.
Regardless, I am from Westchester so here is my honest opinion.
It’s funny you call it upstate, I have relatives from Long Island who consider Westchester upstate, and when I drive to Poughkeepsie locals laugh at me because I consider it upstate. People from Buffalo know that Buffalo is upstate, for your information. You can think upstate is whatever you want.
Mt. St. Mary’s is a good school whose reputation is getting more public acknowledgment due to their athletics program. If your child wants people to remember him, this is the place for them. It’s a kind of school where you won’t be a number, if you know what I mean. So making friends will absolutely not be a problem.
I like Newburgh because it’s on the Hudson River, has a lot of local shopping plazas, a mall across the river (Poughkeepsie), and a good spirited town with events and gatherings for people to meet. I think there is also a casino there as well.
I also like Newburgh because it has farms. You could be downtown and ten minutes later be on a farm.
Also, getting to NYC can be accomplished by the Poughkeepsie Metro North Station.
Back to the college, everything is confined to what is like a mile radius of facilities.

What I mean is, if you look at the map, all the places a student will be traveling to will be walkable. I’m sure campus security is in place as well, and you might even be given a parking spot if you have a car, not sure on their policy.
In the winter, you will have to deal with snow and icy roads. If the campus has a deal with the local government, they might be responsible for plowing and shoveling the sidewalks. Coming from where you are from, you will need a winter jacket, boots, and winter gloves.
