So, it likely that many migrated from GA and FL to Orleans County as farm workers similar to Wayne County, with some going to nearby cities later.

from the outside looking in, it seems that Upstate NY is bleeding black residents due to the lack of above.

A lot of that information is earlier in the thread, with some added as it goes along. You can find some of those things in the bigger areas, with some of those things in the smaller areas/cities as well.
For instance, in the Syracuse area, you have a group like Cuse Culture/CNY Roots or spots like Studio 54 or Blue Chick. I'd say that the biggest black middle class concentration is on the city's East Side(particularly the eastern half of the Salt Springs neighborhood) and spills over into DeWitt, as the 13224 zip code is about 35-38% black and has a median household income that is near the national and state figures. Some may work at the colleges and universities, in health care or at companies like Bristol-Myers, Carrier(R&D is still there), Eaton and Raymour & Flanigan(HQ's are in the Liverpool area), among others. There are local politicians in the city council, state assembly, etc. and some representation on the city school board. There are a few local judges as well. Companies such as Dreissig Apparel, JHP Industrial Supply and Baird Electronics are black owned. There is a Jack and Jill chapter, as well as fraternity and sorority based groups.
Syracuse University has a Coming Back Together celebration where Black and Latino alumni come back to town for a weekend. You have restaurants like the Jamerican Diner, Jamaica Lick Finger, LeTeak's, Creole Soul and Sweet Magnolia. You have newspapers such as CNY Vision, Urban CNY/the Constitution and the South Side Stand. Power 620 is a radio station with R&B, along with community based shows on the weekends, 1540 AM WSIV plays has gospel and preaching and 96.5 the Beat plays R&B and Hip Hop. So, you can find some of those things in Upstate areas.
If anything the Black population is the same or increasing, at least in terms of percentages. You have some that move to the South. However, some may leave the cities for the suburbs or even small towns, with some being immigrants into the cities. You also get those that move into the region from bigger cities/areas in the Northeast or even Midwest/other regions as well.
