wow.....that's an ignorant statement....judging from an anti-Buffalo MOVIE, you would avoid a whole city? That's not very smart. Chances are they drove down a few streets on the east side, which is only ONE area of the city.
You can make anyplace look like a getto if you only show the worst.
Downtown is looking up. Lots of construction (New casino, federal court house,Erie canal comercial slip and more in the planning stages) but still lots of great old buildings.

The city schools aren't to good, so you'll want the suburbs. The east side is more pricey than the west, so I would recomend Greece or Gates, close the the city line.

If you can afford to send your kids to a private school (there are many good ones in the area) then there's plenty of great, relatively inexpensive neighborhoods in the city to choose from. You'd probably end up in the east-southeast section of town. If you want more of a vibrant urban village-type vibe, then the South Wedge, Monroe Village, Arts District, and Atlantic University would be fitting. South of the South Wedge there's a couple gorgeous neighborhoods (Highland, Strong) surrounding the University of Rochester, Highland/Strong Hospitals, Highland Park and Mount Hope Cemetery, Genesee valley park is also nearby and I think it's the prettiest part of the city. Up in the North Winton village there's also lots of affordable housing and a nice community vibe.
If you're going to send your kids to public school then the city is unfortunatley pretty much off-limits; city schools are terrible. Brighton,Pittsford, Perinton, Penfield, Victor and Webster are more upscale suburbs while Irondequoit and the westside cities/towns (Greece, Gates etc.) are more affordable. All have excellent public school systems and are pretty close to the city itself
