The states with the lower tobacco states, if properly located, can haul in more tobacco tax revenue than the states with the higher taxes. With the highest prices per pack in NYC, you only need go across the river to Hoboken to buy them, cheaper, or way, way cheaper an 80 mile train ride to Philadelphia.
NV stupidly raised their tobacco taxes to match AZ and CA, how stupid was that, as there were many in those states, on their trips to Vegas, bring back cartons of cigarettes, and given how many go to Vegas from other parts of the country, they could have made a small fortune keeping their tobacco taxes lower.
My friend in Hot Springs, AK, makes regular trips to MO to buy her cigarettes.

Cigarettes almost 9 dollars a pack in New Jersey, so going to Hoboken isn’t going to save much. You have to go all the way to Delaware to save a few dollars. But then you make that up in gas and tolls.
If they are poor and you are not, I suggest that you make arrangements to pay their electric bill instead of buying cigarettes. That would do them more good and if they decide to smoke themselves to death, you aren't contributing and beyond that, you will no longer be breaking both state and federal law.
Yes I don’t think OP you should do it either. My nephew used to get cigs online for several people and himself before states cracked down on it. The state of NJ got the companies records and sent my nephew a tax bill of over $700.00. Sending them so he can avoid his high state taxes could be a form of tax evasion.
