what is the sales tax rate to buy a new car from a dealership here in NC?

3%. It is called a "road use tax" as opposed to a sales tax.

and... if you didnt know... you pay the tax on it every year (it does go down as the car depreciates in value)

Only sort of accurate.

When buying a car, you pay a one time 3% highway use tax.

If that car is registered to NC, then you pay an additional yearly personal property tax. If that car is not registered to NC, then the yearly personal property for NC registered cars does not apply.

Midwestguy --- Are you planning to buy in NC and register here, or buy here and register elsewhere?

If registering elsewhere, you need to check that stat's sales tax laws. For example, if you were to buy a car in NC and pay the 3% but then register it to OH where the sales tax is 6%, then OH will honor the 3% already paid and charge you the difference of 3% at time of registration.

But that's property tax, not tax at purchase.

since OP hasnt been back, we may never know his plans LOL

i automatically assume they are living here (or moving here, whichever). I have family in other states that were shocked when they learned we pay the PPT on the cars each year.
