I moved down to NC for grad school and I still don't have my license since I didn't need it back in New York. I was planning to get my driver's license this summer, but I was looking at the requirements and it says that you need to have insurance.

This is what it says on the DOT website:
" Even if you do not own or drive a currently registered vehicle you may still apply for a license, but a restriction will be placed on your driver license. This restriction limits you to only driving "fleet vehicles." To remove this restriction you'll have to pay the Liability Insurance Restriction Removal, Fee: $10.00"

Is this saying that I can get my license without insurance, I just won't be able to drive anyone's car? That's honestly fine with me, since I don't even own a car and am not planning to get one. However, is the same true for getting a permit? And what is the $10 fee for? I just find the explanation from the website rather confusing. Maybe I should just take my test back in NY, since I've given up on getting "official" NC residency anyway. Any advice/explanation would be appreciated!

It means you can only drive fleet vehicles. Fleets are large groups of vehicles such that rental companies own and transit systems. I assume it's because fleets are self insured.

I think you're going to need to call in to get a straight answer on this one.

I thought New York required insurance ahead of license too but I could be wrong.

NC, not NY.

Another reason I dislike moved threads. Takes the whole locality away.

You must have insurance on a car to drive a car. To have insurance does not require a drivers license. To have insurance means that the policy holder is now covered, a pre-requisite of driving that car.

All cars need insurance.

All drivers need a license.

Insurance is step A, license is step B.
