There is housing, hotels, medical offices and retail in Ballantyne and RTP none of this.
No, you are wrong, there are many nice neighborhoods in RTP, and hotels and medical offices. Shopping is a bit lacking sure, but Brier Creek is 2 minutes away.

RTP is in an incorporate area of Durham & Wake counties. IBM had to get an ok to put its plant in RTP.
There might be housing, retail, hotels near RTP but not in the park because it is not allow by the charter of the RTP.
I know because I was one of the first IBM people to start work in RTP.
You are wrong under law there is only research in the park. No houses, Hotel, retail. Look at map. All those blue dots are hotels.
The park is an unincorporated area, and state law prohibits municipalities from annexing areas within the park. Some local government functions are served by the Durham-Wake Counties Research and Production Service District, a special tax district created in 1986 that is conterminous with the park, wherein the property tax rate is limited to 10 cents per $100 valuation.
The park has special zoning as a Research Applications District in the Wake County portion, and a Scientific Research Park in the Durham County portion. As of October 2012, both zoning areas are in the process of being revised to allow higher density development.
