What is the norm in NC for a buyer's agent commission? We noticed that on our representation agreement with our agent, it gives a certain range (2.4% - 3.0%)? That's very different from California (our current home), where you would have a specific percentage listed (not a range). Is that a norm in NC and is this a reasonable range?

A range is not acceptable in the eyes of the NC Real Estate Commission or NCAR.
The Buyers' Agency Agreement requires a specific "Expected Compensation" to be defined.

In North Carolina, for new construction, who pays the commission for the buyer's agent? Is it the buyer or the seller (builder)? For exampe, where we live currently, the seller pays buyer's commission and seller's commission.

That is negotiable.
