It doesn't have to come pre-packaged...it's just a breaded beef patty, sort of like country fried or chicken fried steak. I looked it up. I think it used to be a big thing in western-themed restaurants because the chuckwagon was the cooking station in wagon trains. Just guessing, but it's not an NC thing - more of a western thing from decades back.
