Hi so my Wife and I made an appointment at a license agency not a DMV office. Is there a difference with these two?

Also my MIL just received her license few months back but never received any NC plates. Any idea why?

In NC there are usually two different offices of the DMV.

The tag (or license plate agency) place is an independently run office that handles new plate issues, plate renewals, transfer of title on motor vehicles, etc.

The Driver's license place is a NCDMV (highway patrol) run agency that only issues new or renewal licenses.

Renewing your driver's license and getting tags (license plates) are two distinct and different functions in NC.

Not that I'm aware of.

Two distinct offices, one for tags and one for DL's

Huge thing here. Before you go to the DMV in NC, make sure you ALREADY have Auto Insurance in NC.

Have your insurance company send a DL-123 form to you ahead of time. You need this form ahead of time at the DMV. If you don't have it, this can hold up the process for hours on end t the DMV, especially if you get a real b** at the counter.
