Last I heard they are still in talks to leave ESAD to enter Wallenpaupack SD. The last thing I heard in the news was in Nov.-Dec '12. Nothing since then, though.

Article in today's Pocono Record on the Porter Twp. application to leave East Stroudsburg and join Wallenpaupack. The lady from Hemlocks Farms was also interviewed on Gary in the Morning today (96.7FM).

Read about this issue in the free Pike County paper. I guess discussions have wrapped and they will make a decision in the fall. My feeling it's going to happen but ESAD wants compensation for the loss of tax dollars from Porter Twp.

There was another, more detailed article the previous day.
Porter Township gets bad news from state | PoconoRecord.com

The article states "A change of district may only be granted based on educational merit. Other arguments could not be considered."

...yet ESASD was allowed to use loss of tax revenue as an argument against allowing Porter Twp to leave:

"The effect of losing Porter's revenue would likely hit taxpayers harder in a district such as East Stroudsburg because of its heavy reliance on the local tax base, the district said. The committee's opinion agreed with this assessment."

It seems like the deck is stacked heavily against municipalities switching school districts, which overall is probably good for stability.
