Friend is coming up to visit and my apartment doesn't have parking, only street parking. He has Texas plates, is he allowed to park on the street in Alexandria, VA (Del Ray specifically)?

Unless there's resident restrictions on your street, it'll be fine.

Of course, if there were resident restrictions, the plates wouldn't matter- he'd need a permit.

Why would state plates matter? People from any state can park wherever they choose.

Just making sure. I've never had to deal with parking around here and I know the coppers are nazis when it comes to parking in DC.

If the street needs a permit to park, they'll be tons of signs around. Also all the cars there will have some kind of sticker or placard hanging from the rear view.
