I would have found out her supervisor before leaving the office. Why don't you print out what you wrote here, and send it to the "head" of the Marriage License Bureau. This kind of treatment is absolutely ridiculous. I am so sorry your happy day was dimmed by such an experience.
I agree with KonaKat; write a letter either to her supervisor or whoever is in charge of the Dept. of Health and document every thing that happened. That is unacceptable and unneccessary. Sadly in every state there is a tendency for government workers to be rude.
While hindsight is 20/20, perhaps a question from the OP to the worker along the lines of "Why are you not answering my questions? Are you having trouble hearing me? Should I speak up?" would have at least brought some office attention to the troubles you were experiencing.
Another 20/20 hindsight question would have been to mention they seem to have caught her at a bad time, and was there someone else who could help them...
That would work in most places in the U.S. but sadly not here in Hawaii.
