Why not call the city public works department and ask them? They need to hear from people who are being impacted. If no-one complains, then nothing will be changed.
This was on the news earlier this week. Can't find the article though. Something about the permit allowing them to work till a certain time, and that the local residents are complaining. Pretty sure everyone knows that they will do it as long as they can get away with it.

They likely have a noise permit; if so, there is nothing you can do. Night work is allowed because lane closures on a major thoroughfare during the day would cause complete gridlock. Wear earplugs and hope the work is completed as quickly as possible.
Yup OP you not the only one complaining. But thats the price of progress and poor planning by the city i guess. Think you pay thousands for the privilege.
This is public utility work and they are tearing up the street to work on the water mains/sewer system which by now is very antiquated.
It can't be done during the day due to traffic issues.
The City and County has been doing a very good upgrading the infrastructure in the Ala Moana/Waikiki/Kakaako areas.
Traffic issues notwithstanding, "construction activities related to the emergency repair of public utilities are exempt from noise regulations." When I lived at Discovery Bay, all sorts of construction nonsense at all hours when they fired up on construction across the way at Trump international, and I was blocks away. . .eventually got kinda use to it, but was not a fun adjustment.

Here is last month’s news broadcast about the noise, over by where I live in Aiea. Although I live far enough away. I do not hear the noise at night. The state Department of Health has a noise section that allowed HART’s contractor to do night work. But when they hear about complaints, “we sent out people too just to check it,” said state noise section supervisor James Toma. So if enough people complain maybe the state department of health can do something.
Well - they can't exactly close the highway during the day for rail.
