You'll definitely need a car unless you plan on living downtown, your employment is downtown, and you are okay with not leaving downtown. OK City is the definition of a spread out "sprawly" city.

The downtown area has garnered many amenities the last couple of years, but I do not know of anyone here in OK City that lives without the prospect of transportation via a car.

You could possibly get by with it but it wouldn't be fun. OKC has no public transportation except for a bus system which is subpar. There is a streetcar being built but it is still five years away. For now, I couldn't imagine living in OKC without a car as spread out as it is.
