Is there any state or federal organization that has oversight of animal shelters in the state? We're considering putting one in our will but we'd like to check it out first. I found some sites that rate charities and I looked on the BBB site but this particular one isn't listed. I'm not giving the name because I don't want personal reviews. I'm looking for something more formal.

Our state's animal shelters are private non-profits (rescues/shelters) or city funded. You will have to do the research on your own and ask people to get the answers you need. There is no federal or state oversight. You are right, no matter who it is, someone will have something bad to say regardless. I've learned this about physicians (heck, for that matter all professionals) too...it's impossible to please everyone. Only you will know which shelter or rescue is right for you. The online tool for rating charities is often only those at a certain revenue level.

Personally, I would suggest that you physically go and visit the shelters you are considering. You may even volunteer at a few events or at the shelter itself. I wouldn't tell them what you are considering doing (placing them in your will), rather see how they treat you and see how they run things. May be even attend a board meeting...if that is allowed.
