you will love Council Bluffs and Omaha. the people here are great. below is my formula for your question:

steep street+snow=all wheel drive.

i noticed last year that CB did a excellent job at clearing streets

Just dont go down a steep hill with a stop sign at the bottom, especially if there's a busy street after that stop sign, and you cant stop...its kinda like...

You can actually start sweating when it's 5 degrees.

Ohhhh yeah, I've been there. There are a ton of hills here but if you go slow enough down them and break early, you have nothing to worry about. Omaha does a pretty good job clearing the streets. I'm sure the same can be said about Council Bluffs.

But having 4-wheel drive sure does help

I live on a very steep hill here and the best way to deal with it is blizzak snow tires at the very least plus all wheel drive would be smart. It's no big deal at all if you have the right equipment. I Bought this 20 year old Audi V8 quattro and put used blizzaks on it for like $3000 total. Great winter beater to deal with these steep hills in Bellevue and Council Bluffs. I have a great view of the Missouri River valley from up here so it's worth it.

I moved here from CA myself a couple months ago. I grew up in parts of the country where snow in the winter was common, so I'm used to driving in the snow. It's nothing to be afraid of, just go slow. I would say people here are better drivers in the snow than people in CA are in the rain
