Tha's where you are wrong. The owners of "private property" can give the local police permission to ticket and otherwise enforce the laws on that property. Using your logic, I could go outside and start firing a gun into the palm trees in the island in the common area in front of my house, and the police couldn't stop me.

Not exactly, the point is traffic laws specifically only apply to public roads, and with the additional law allow them to apply to private property that the public has a right to travel on in vehicles. Where these laws reach their legal limit is when the private property roads are not accessible to the general public and in the enforcement of rules set by private communities and individuals.

Unless the OWNERS OF THE PROPERTY HAVE GIVEN THE POLICE SPECIFIC LEGAL RIGHTS TO ENFORCE THE TRAFFIC LAWS ON THAT PRIVATE PROPERTY.

When I lived in North Port my neighbors got a ticket for blocking the sidewalk. The rear bumper of the truck was about an inch over the sidewalk. Someone complained.

Exactly but that only gives the police the right to enforce traffic laws not community rules. Speed limits and parking on private sidewalks are community rules that are set by the community and not a government entity. As stated in the traffic laws these do not apply.

You assume an awful lot. The police department and local department of traffic safety actually are the ones that determined the limits in the community. In fact the original speed limits determined by the developer/HOA were changed once the police were given ticketing authority. So indeed, they do apply.
