Because, apparently, they're developing the ability to outsmart our attempts at poisoning them dead. They have evolved to avoid toxic traps!

It's pretty much the same reason why we get antibiotic resistant bacteria. While most die, a few are resistant to the treatment or poison. They pass that immunity along to their offspring which inherit the trait.
When I was in a biology class in either middle or high school I remember us reading about a similar case involving rabbits invading Australia. A poison was dispersed, killing over 99% of the nuisance rabbits. The second time they tried it, 95% were killed. On a third time, less than half died.
As for surviving nuclear war, the Mythbusters tested the myth that cockroaches are the most resistant life form. They weren't the most resistant (another species of insect survived a much higher dose) but they did survive a 10000 rad dose of radiation, which is a lot more than humans can survive.
Get some Boric Acid Powder and lightly (very lightly) dust it into the areas around the baseboard and floor, under the sink, in all the cracks and crevasses you see. The lightly powered remains there until the roach walks on it or comes into contact. When this happens the roach tries to remove it from his legs or body cleaning it off and ends up eating it only to digest the power. However the boric acid builds up in the digestive system of the bug and turns into a gas. The roach has no way of passing gas and ends up dead from the problem. Other animals like cats and dogs that come into contact with the powder will not have any problem like the roach; it’s safe for animals and humans. Flatulence is a problem for roaches.
The dead roaches won’t breed and thus they’re gone. However don’t bring home anymore in cardboard boxes, paper products, sacks etc. Keep the area clean from food wastes so they’re not attracted to your place and they’ll move on to the neighbors apt or house.
FYI: Catch a Cockroach not a Florida Palmetto Bug but still works on them... place in solo cup.. pour in water.. put a cover on it... now put in freezer... take out several hours later.. pour more water in. Freeze for several days.. now if you have a large glass container.. place the frozen roach or palmetto in that container... when thawed you should see movement..
