I think the 8-13 is a pretty large gap in age- you might focus on 8-10 and 11-13.
And for the 10+ girls you can do inexpensive lip glosses and nail polish- wal-mart sells the wet 'n wild brand and everything is around $1.00
Boys like those mini skateboards- teck decks I think they're called. They cost about $2.50 each.
The budget is $50 or less each...and no video games, because it's too hard to keep track of which games and sysytems they all have. I was thinking of doing Hanna Montanna for the younger girls, bedazzlers for the tweens...how does that sound? I don't have girls so they are always the hardest for me. I was thinking tranformers for the younger boys...but I'm stuck on the tweens...I was thinking video gamer chairs.
The tek decks sound great for the grab bag items...I will have to look into that. Any help is appreciated. thanks!
Not sure of what boys like (grew up with only sisters) But for girls:
2-3- barbies or perhaps Kellys (barbie dolls) because they are cheaper), stuffed animals
4-8- barbies or perhaps Kelly (barbie dolls) because they are cheaper, travel games, anything to play outside with such as sidewalk chalk, or even a baton
8-13- nail polish, anything glittery, LIP GLOSS , gel pens, fancy little notebooks, smaller purse, beads to make jewelry with

My 10 YO wants a Vera Bradley backpack. I haven't priced them....if the girls in your area like Vera Bradley, maybe a small purse or wallet with a $5 tucked inside.

Girls & Boys in the 2-3-4 range love the tiniest most miniscule toys you can get your hands on...Polly Pockets; mini-my little pony; little matchbox cars....Sidewalk chalk was a good idea for this age, too; also 'pretend play' stuff (like doctor's bag; pretend iron; cleaning stuff) all pretty inexpensive.
The littlest pet shop toys are cute and start at $5 for the little kids
How about body soap/gel for both - I have a 12 year old girl and a 16 yr old boy and they both like stuff from bath and body works
The older boys might like a remote control helicopter they are under $30 and they are great - for indoor use
tween girls might like scrap book kits - they are really popular right now too
Books make great gifts...I always keep extra onhand for last minute gifts
