Best Places for a Family (parents, children, high school, friend)

So I would like your opinions... on the best places in the world to raise a family. If you think your city qualifies, tell why. If you think yours *doesn't* tell why.

Family classifies as one or two parents (or guardians) and any children through the end of high school. =)

Reasons could be:
Walkable
Good Schools
Nice People
Cheap Housing
Safe neighborhoods
Good Location
Kid-friendly
Etc.

What does walkable mean? No car?

Walkable: housing close enough to "town" to be able to walk to the library, grocery store, etc... while we have a car, I love living close enough to our little downtown area to walk in the spring/summer/fall. Here's a little quiz to see how your area rates: Get Your Walk Score - A Walkability Score For Any Address My address only got a 51, but I think it's quite walkable.
