Couldn't hurt to send it in!

No problem. If the Illinois system is anything like Texas', you would generally report it to the judicial discipline committee (or whatever the state calls it) and not to the AG.

To the OP...the info says that "Your written Complaint is retained in the files of the Board for future reference should other persons make subsequent allegations of the same nature against the same udge. Your file might then be reopened to determine if a pattern of misconduct is developing."

Therefore, if other people have already complained about him, chances are your complaint would be taken seriously.

UPDATE

Sadly, Jack and Duncan Connolly have been recovered, apparently murdered by their father, who then took his own life. There is currently a petition on ipetition.com demanding Judge Souk's immediate removal from the bench. According to a story in The Pantagraph, the Bloomington, IL newspaper, local prosecutors state that he always reviews the case files prior to hearings. The question posed now is this: does he take anything else into account?

The petition can be found at: Justice for Jack and Duncan Petition : [ powered by iPetitions.com ]

Blessings to the mother of these young boys. This was a terrible tragedy that did not happen. Thanks to the sleeping judge, however, it did.

I did not know these boys, nor do I know their family, but I'm going to do all I can to be sure this guy is FINISHED being a judge!
