I am thinking to move to PA from NJ. I have to do paper test of driver's licence in PA after moving?

As long as your NJ license is current, you only have to take the "paper" test. Actually it's a 20 question computerized test. You can get the manual and take the test at any of the PennDot locations. Good Luck!

What is the "Paper Test"? I just paid the "fee", showed my valid NJ license, valid PA insurance and was handed a PA license. This was 2006.

As long as your NJ license is current(not expired) and you have the proper identification, you surrender it and show proof of residency in PA....then you pay, have your picture taken and you get a new PA license. No testing is necessary unless you have let your license lapse.

I will be moving from PA back to NJ, I have a clean driving record for 35 yrs. How do I go about getting a NJ drivers license ?

Do you have a valid PA license? If you have a PA license that is valid or has been expired for less than 6 months, then you can go into any NJ dmv and get a NJ license without having to take any tests. Once your license is more than 6 months expired you're SOL. You would have to start all over at that point and take the written part to get your permit and the drivers part too. New York State will issue you a license if you have an out of state license that is valid or less than 1 year expired. All you need to do is open a box at the UPS store and get some utility bills sent there for proof of address, then you're good.
