Water runs downhill, heat migrates to cold things, and money often goes to where it is cheaper cost of living. People go to more expensive places if they think that they can earn more, but with exception of the people who make tons of money, most people eventually want to return to where they are more comfortable and it is cheaper.

These are basic economic laws. They underpin the Mexican Dream of going to the US and making enough money to return in style. Sometimes the Mexican Dream gets shortchanged by the next generation who has no desire to move back to small town Mexico. There is a steady domestic migration away from the three big one, New York, Chicago, and LA. All three cities are replenished by foreign immigration.
