I'm not sure what website you are looking at, but average rental prices in places like Lebanon, York, Columbia and Perry Counties in Central PA should be significantly less than most places in New Jersey. If you can't afford to rent in those PA counties, then I doubt you will find viable options in Maryland, unless you are looking at extreme Western Maryland. Most towns in Maryland within driving distance of the Balt/DC Metro are going to have higher average rental prices when compared with Central PA.

Check out parts of Delaware as well, there are pockets of areas with reasonable rent(s) and COL. Also nice is the no sales tax.
