I have my birth records but he is not on it because he never wanted me as his dauther but now that i am older i wanted to talk to him

You might try going to or contacting a library in the place where you were born and locate the address where you lived and get help to ask around the neighborhood and find people who lived there in 1999 and maybe they remember something about your father than can help locate him. They might even know remotely the name of his brother or his parents.
