You were born about 400 miles from the tip of Texas. Maybe you get a chance to travel to the city where you were born and get the birth records. If you can get your father's brother's name then you'd have two names to look for as well as their parents.

You might try going to or contacting a library in the place where you were born and locate the address where you lived and get help to ask around the neighborhood and find people who lived there in 1999 and maybe they remember something about your father than can help locate him. They might even know remotely the name of his brother or his parents.
