Moved to Philly in April about 5 years ago with wife. We both had jobs with major firms outside the city .In Nov that year noticed my check changed and when checking see my employer started taking out City Tax. Checked my wifes stub abd her firm was not taking out takes so notified HR and in January they started . Is not the responsibility the employers as we never paid a City Tax in previous locations we worked? Do we owe for the period April until they took out? How do we handle? We moved in June of following year so time in Philly was less than one year.

Pay it when they ask for it but don’t volunteer anything. The city is very lax about collecting any tax and they don’t usually go after back wage tax. Many people fall through the cracks and don’t pay anything.
