best place to move (rent, safe neighborhood, elementary school)

young mum looking for an affordable rent in a very safe neighborhood with great public or charter elementary school for my four year old son.

starting my own fashion line of clothing, will like to be where i can make the right connections to market and establish my business;
meanwhile i am looking for a bilingual(French-English) help desk or customer service position in order to support my family .
