Yes and no...

IIRC there is no primary property tax, but there is a secondary property tax , a 2008 voter-approved initiative.

With limited understanding but here goes...

The City of Mesa and the Mesa Unified School District are separate portions of the property tax bill, each with a primary and possibly secondary piece. There are other parts to a property tax bill, but for now, just consider city and school portions.

The City of Mesa currently has no primary property tax. The citizens of Mesa voted for a secondary property tax for things like public safety and street improvements, but not for schools. The Mesa Unified School District has its own tax levy.

Basically, cities get their own chunk from property tax, schools get their own chunk from property tax, and any leftover chunk is split between some other stuff.

If you move to Mesa you will still have a property tax bill. It is the City of Mesa primary portion that is currently zero.

As an example, consider two homes about one mile apart, one in Tempe and one in Mesa.

The Tempe home...

MLS# 4463488
$148,000
Year Built: 1976
# Bedrooms: 3
# Bathrooms: 1.75
Approx SQFT: 1,647
Taxes/Yr: $1,573/2010

The Mesa home...

MLS# 4526246
$147,900
Year Built: 1979
# Bedrooms: 4
# Bathrooms: 2
Approx SQFT: 2,042
Taxes/Yr: $1,236/2010

That is just one example, and the $337 per year from this one example may or may not matter to you, but one mile can matter.

Mesa doesn't tax groceries, as most other cities in the Valley do, and their city sales tax on other things is relatively low. That coupled with the lack of a primary property tax makes them relatively attractive in terms of taxes. Whether they are the cheapest in AZ I have no idea.

I live in Mesa, with no complaints. But if a couple of hundred bucks a year in property taxes is how you are making a decision of where to buy your home, your largest single purchase, where you will retire and/or raise your family - you need to rethink your priorities, IMO.
