Because we have health standards to prevent food born diseases and are environmentally conscious and avoid excessive food and other things' spoilage?

That would be refrigerators. Anything between 40-140 runs that risk. Unless you’re in some very cold buildings?

The question is not why everything is air conditioned. The question is about OVER air conditioning to the point that many public places are colder than comfortable.

When you have been out in the heat for a while, it feels really, really nice to step into a place kept at 65-68 degrees F.
