Can i transplant trees and or bushes scrubs now in Sept.

It's the best time. Make sure you protect (cover them with burlap,etc) frost sensitive ones during cold nights in the coming months. Native plants might be a little disappointing over the winter, because they will lose leaves and go dormant. But in spring, they will pop back "to life".

It's a little unseasonably warm now... I wouldn't do it until it's consistently a bit cooler daytime. Low 90's.

Observer 53 has this one right! Still way too hot to be doing that. For plants that go dormant (drop their leaves) in the winter, it is best to transplant when they are dormant, for evergreen plants, if possible, wait until daytime temps are moderate, nights still frost free, and (if possible) humidity is up. You might also want to use an anti-dessicant (spray to keep the plant from loosing necessary hydration, if the weather remains dry.
