When people talk about walkability, they generally mean the ability to walk to an active business district (not always nightlife however - often just doing day-to-day chores without using a car), not the ability to walk for recreation, which may be why people were confused. Except for some comparably new suburbs, sidewalks are omnipresent here, so you'd be able to run anywhere.

There are only a handful of neighborhoods which are really bad where you would run a significant risk of violent crime. Even in the worst ghettos, the kids mostly kill each other and don't bother with bystanders.

Squirrel Hill will be your best bet I think, both due to the easy commute to Oakland via bus, as well as being flanked by major city parks on two sides.

Wexford isn't a real place, it's a zip code. Regardless, it's in one of the top school districts in the county, and there are few rentals out there, so you'd pay a premium for amenities you wouldn't be using.

I would highly recommend coming up here to visit first before committing to living anywhere as your ideas seem way all over the place

Every suburb that is not East of the city is going to require 2 buses to get to Oakland (Wexford is to the north). Unless you have a good reason, like family or something, then I think you should look at the nicer east end neighborhoods and eastern suburbs. Regent Square and Squirrel HIll sound perfect for you. Walkable, close to Oakland, good public transit, immediately adjacent to Frick Park for running, Parking would probably be on-street, but it's not terrible to find a spot there. Regent Square is a bit odd because it is a single neighborhood, but it is spread out over 4 municipalities (the City of Pittsburgh, Edgewood, Swissvale, and Wilkinsburg).
