Well, this has been very illuminating.
Sorry for getting taken in by brochures and videos, and looking for PGH to be a better place than other places with stronger reasons to be unpleasant.
It seems like people are quite happy as clams with their arrangements here. Apparently, no incongruity with the actual local narrative, culture and expectations. The fault is all mine. Sorry to have bothered.
I'll just go about my business, look out for being hit in a crosswalk, and bide my time till my contract is up.

Pittsburgh is very unfriendly to pedestrians and road rage is about every day, so I do agree, Pittsburgh isn't NEARLY as friendly as it once was. It is better than DC, but probably worse than most midwest cities. I find it is getting worse and worse each year. In 5 more years, we will be the same as DC or NJ/NYC metro. Just a matter of time.

Turns out, according to pedestrian fatality data, that Pittsburgh might actually be the 160h least friendly city instead.

Also, maybe traffic issues are because of all of them outta-state jags been moving to Pgh recently who can understand our streets even less than we can ourselves?

I have to agree too. People are hit pretty much on a daily basis in crosswalks downtown, not to mention every so often in East Liberty, Bloomfield, Oakland, etc. Just listen to the scanner sometime.
Oh, and don't forget the bike riders that get hit on a daily basis.

As far as friendliness is concerned, my mom always said if you can't say anything good, don't say anything at all, so I myself will keep quiet on that subject, although my mom is STILL a "Pittsburgh Cheerleader" at 83 years old. She loves the city & the people. LOL!
