Wouldn't the highway be under the water table though?

I'm a staunch supporter of cut-and-cover for urban highways where possible. Whether people like it or not, highways are necessary in areas with large populations, so instead of doing the dumb thing by eliminating them, do the smart thing by putting a lid on them to make them less disruptive in the densest urban environments.

Not in Uptown or East Allegheny, no.

The problem is the lack of shoulders in the tunnels and the lack of proper capacity on the two highways with the tunnels.

Odd that those same tunnel characteristics don't slow down drivers in NY/NJ/CT/MA.

The only places you would need to do is on 279 as it cuts by the stadiums (the portion of 65 out to the west end bridge would be nice too) & around through deutchtown. (That latter section has the benefit of already being sunken)

And 579 through downtown/uptown.

If google map is correct that's about 2 miles of road in total.

376 along the river is fine as is.

Wow UK, you like to dream big. Germany does stuff like that and some other northern European countries like Denmark, Sweden and Finland, but USA? ha, ha, ha, ha! Heck there is a city in Germany that has no cars at all, but it is an expensive place.

Part of our tunnel problem is the merging on ramps at some of the entrances: Ft. Pitt Tunnels inbound have the four-lane luge before the tunnels and outbound are the merge lanes on the bridge. Squirrel Hill Tunnels outbound have the on-ramp and off-ramp in the same line right before the tunnel, Inbound is the Edgewood on-ramp that slows things down.

Give me a list of the tunnels you're talking about in those states, please.

Yeah, people like to complain about the tunnel issue; but don't bring up that at the Fort Pitt Tunnel, you're smashing like six lanes of different roads down to two, then immediately exploding it out into eight different directions again on the other side.
