I have found two distinct lists that have vastly different numbers for per capita income, both claiming to be using 2013 census data. The one used above ppears to come form the Bureau of Econ Analysis while this wikipedia article claims the same source but has different numbers. Pittsburgh ranks #41 amound 1M+ MSAs from the second link.

So... which is correct?

Frankly, I don't believe that the per capita income in Pittsburgh is higher than a bunch of cities on the list. We have a lower cost of living for a reason.

The Bureau of Economic Analysis is my source. First, select "Personal Income, Population, Per Capita Personal Income (CA1)" on the Regional Data page. Next, select "Metropolitan Statistical Area" on the Major Area tab. After that, select "All Areas," "Levels" and "Per capita personal income (dollars)" on the Area/Statistic tab. Lastly, select "2013" on the Time Period tab. The data can be read in the resulting query.

Not questioning you... but something isn't right with one set of numbers. Read my other link above.
